Incentive Information

Emerald can work with you and your contractor to install energy efficient windows to minimize wasted energy and lower electric heating and cooling bills. Rebates are paid by the square foot for projects that adhere to Emerald’s installation standards. We’re here to help you assess opportunities, select experienced installers to provide you with quotes, and guide you through the process.

Eligibility
• Building occupied by an active Emerald customer served by a non-residential rate schedule.
• Building uses electric sources as its primary source of heat.
• The total conditioned floor area is less than 20,000 sq ft
• Pre-existing windows must be single-pane, single-pane with storm windows, or double-pane with metal frame windows.
• This program requires a FREE Emerald Energy Audit to confirm eligibility and discover additional efficiency opportunities and incentives.
• Participant is authorized to make improvements.
Requirements
• Replacement windows must have NFRC rating of 0.30 U-value or lower.
• Insulation must be installed in accordance with any applicable Weatherization Specifications.
• Participant authorizes Emerald to conduct quality inspections to ensure program specifications are followed.
• Installation must be completed within 90 days of project pre-authorization.

4. Once installation is complete, contact Emerald to schedule the final inspection to ensure compliance with the information provided on the incentive application.
5. Utility will authorize rebate payment upon final approval.
6. The rebate will be processed once the inspection is completed.

Ductless Heat Pumps for Commercial Buildings

Ductless heat pumps (DHP) are highly efficient zonal heating and cooling systems that do not require the use of ducts. They are an affordable technology that can dramatically reduce the energy wasted by a business heated by other less efficient electric heating like baseboard, wall heaters and electric furnaces. Incentive Information

Emerald offers a cash rebate to help you make the switch to a ductless heating and cooling system. Ductless Heat Pump (DHP) Retrofits replace the existing zonal or forced-air electric resistance heating system. Upgrades either replace an existing DHP with a more efficient DHP or is an efficient DHP installed as a part of a building addition, new construction project, or major renovation.

$1000 per ton cash rebate for retrofits
$300 per ton cash rebate for upgrades

Eligibility
• Building occupied by an active Emerald customer served by a non-residential rate schedule.
• The area conditioned by the DHP is heated by either zonal or forced air electric resistance heat as the primary system (gas is not eligible).
• Participant is authorized to make facility improvements.
Requirements
• Must be rated with a minimum of 11.0 HSPF (for non-ducted systems) and 10.0 HSPF (for ducted systems).
• Equipment shall be a split-system heat pump employing an inverter-driven outdoor compressor and an inverter-driven or variable speed indoor blower.
• Installer should have attended a NW Ductless Orientation.
• Participant authorizes Emerald to conduct quality inspections to ensure program specifications are followed.
• Installation must be completed within 90 days of project pre-authorization.

Incentive Information

Emerald can work with you and/or your contractor to identify opportunities to save energy in your lighting system. Available rebates are based on the Bonneville Power Administration (BPA) Lighting Calculator 5.1 customized for use in Emerald’s service territory. Incentives are limited to 50% of a project’s eligible upgrade costs. A completed lighting calculator is required for all projects and Emerald staff is available to help. See Program Details for examples of common rebates.

Eligibility
• You must be an active Emerald PUD customer served by a non-residential rate. Pre-approval of your project by Emerald to determine eligibility and incentive amount is strongly recommended. Before removal of old equipment and purchase of new, Emerald needs to verify pre-existing equipment, approve proposed equipment, and determine eligibility to accurately estimate your incentive.
• Lighting incentives are determined using the most current Emerald PUD Lighting Calculator, subject to adjustment based on funding availability.
• A complete application with required documentation is required prior to installing any materials. Approved incentives are based on pre-project estimates and are subject to change following project completion. Incentives shall be based on final inspected conditions.
• All lamps, ballasts, and hazardous materials must be disposed of or recycled according to applicable environmental requirements. Documentation showing proof of disposal is required.
• All LED fixtures and lamps must be listed on one of the following qualified products lists: Design Lights Consortium, Lighting Design Lab, or ENERGY STAR.
• A paid invoice or statement of total installed cost must be received before an incentive can be issued.
Requirements
• Projects must be submitted on the current Emerald PUD Commercial/Industrial Lighting Calculator. Refer to the Northwest Trade Ally Network for contractors skilled in lighting retrofit or new construction design.
• Projects are required to obtain a minimum energy savings of 25% reduction in annual kilowatt hours used.
• A complete and signed Incentive Application is required for each new incentive project.
• Participant authorizes Emerald to conduct quality inspections to ensure program specifications are followed.
Steps to Participate

1. Confirm eligibility for your program by contacting Emerald's Energy Services. Emerald will schedule a FREE lighting assessment to confirm program eligibility.
2. Contact a contractor or vendor from the Northwest Trade Ally Network to develop a lighting project proposal. Emerald will work with you or your vendor to develop the required lighting calculator.
3. Customer will receive a rebate proposal from Emerald or the contractor describing energy savings, incentives, project payback, return on investment, and total project cost. Note: Project proposals are estimations and may vary.
4. Submit project incentive application to Emerald prior to beginning work to ensure incentive availability.
5. Upon project completion the contractor or customer will notify Emerald and provide all paid invoices and other documentation associated with the project.
6. Emerald will conduct a final inspection of the project to verify the project and compliance with the proposal. The rebate will be processed once the inspection is completed.

Energy savings are determined using BPA's Measurement and Verification protocols. M/V Protocol: Before efficiency measure is installed, existing electrical consumption is measured. Based on this measurement and estimated energy savings, an estimated incentive is calculated. During post-installation measurement of efficiency project, energy savings are verified, these verified energy savings will be calculated into the actual incentive for the project.
Eligibility
• Rebate application and all necessary supporting documentation will be required before approval.
• Program may require an Energy Efficiency Project Implementation Agreement to be signed to commit funding.
• Incentives are evaluated on a case-by-case basis and may be limited based on the availability of funds.
